Introduction
The cause of genesis of this discipline, when there found a gap between policy making and implementation. The father of this subject Woodrow Wilson wrote an essay, “The Study of Administration” in 1887 and said, “It is harder to run a constitution than it is to frame one” and which was a pioneer piece of writing to open the eyes of thinkers about the Administration. The literary meaning of Public Administration is “to serve people” and “to manage the affairs” in a state for the growth and welfare and to consolidate our administrative structure.
Since the inception of this discipline, it has given birth to new concepts and theories which has taken the administrative techniques on a new level. Today, this discipline is not only enhancing the skills of administration but also playing a major role in policy making process by giving birth to Policy Studies. Now the traditional administration is completely transformed into digital form and which is named as E-Governance. Therefore, in contemporary Public Administration the mode of service delivery is changed from desk system to door service delivery system and people now can take the services 24X7.
In this college, the strength of students is perpetually growing every year. Apart from the academic teaching of this discipline in the department, it’s an endeavour to give direct input for the society. The future objectives of the department is to make more connectivity with local administration system and society, to do research etc., thus the students can acquaint themselves about the problems of society and to become good academician, researcher and administrator for future India.

DSC IA : Administrative Theory (PUBA 101-A)
- The first unit of this paper commences about the meaning of Public Administration, its nature, scopes, and evolution. Besides that it inculcates students about Public and Private Administration, the discipline as Science or Art, its relationship with other social science disciplines, how New Public Administration came and New Public Management system.
- The entire second unit teaches about different principles of Public Administration such as Unity of Command, Span of Control, Hierarchy, Centralization, Decentralization etc.that how an organization can achieve its targets, if it follows these principles.
- The 3rd Unit tells about the forms of Organization, the basic theories of organization such as Scientific Management Theory, Human Relations Theory and Bureaucratic Theory.
- The contents of last unit teaches that how an administrator can make an organization efficient and effective by learning about Decision Making, Leadership, Communication and Co-ordination.
DSC IB : Indian Administration (PUBA 102-A)
- The 1st Unit tells about with the Indian Administration system in British Period, Mughal Period, Ancient Period and Indian Administration after Independence, apart from that we learn about legacies of British Administration in contemporary system.
- The second unit inculcates about the Civil Services of India, its recruitments system, recruitment agencies for central and state level that is UPSC and SPSC respectively.
- The 3rd unit teaches about composition, role and importance of constitutional authorities such as Election Commission, Finance Commission and Comptroller and Auditor General if India.
- The 4th unit commences with meaning and causes of Corruption and tells about the agencies and rights in India to curb corruption such as Lok Pal, Lokayukta, Citizen’s Charter and Right to Information Act, 2005.
2nd Year
DSC IC : Administrative Thinkers (PUBA 201-A)
- The entire paper is based on different Administrative Thinkers of Public Administration and which begins with Kautilya’s Arthshastra system and theories of Mahatma Gandhi about Ideal State, Democracy and Administration, Theory of Trusteeship, Non- violence and Satyagrah.
- The 2nd unit inculcates about Scientific Management Theory in administration and how Hawthorne Experiments brought out Human Relation Theory.
- The 3rd unit tells about Max Weber Theory of Authority and Bureaucracy, besides that it teaches about Herbert Simon’s Decision Making Model and Bounded Rationality Model in decision making.
- The last and 4th unit instils about motivational theories of Need of Hierarchy of Motivation and Two Factor or Hygiene Theory of motivation.
